This is similar to mobile phone you pay for regular recharge but you need to recharge again for discounted packs telecom companies want to apply the same for internet users they think all the content is same and all websites are same and they also have feeling that these big websites such as Youtube, Google and others are making huge money and these people do not get share in that profits.
